We address both the immediate, life saving needs of conflict affected people in an emergency and the reconstruction needs in post conflict societies.

IRC is one of the lead agencies in Northern Caucasus . Through our offices in Nazran, Grozny and Moscow we continue our assistance program and we target diverse beneficiary populations. Our Program in Northern Caucasus is transitioning from direct relief services to working in partnership with war-affected communities, local non-governmental organizations, local government and business to foster social and economic recovery in the North Caucasus . While maintaining our commitment to assist the most vulnerable people, we are developing new projects in community development, agriculture/economic development and civil society. We are trying to also broaden our work to address needs in all four of the most conflict-affected republics: Chechnya , Ingushetia, Dagestan and North Ossetia .



The Grants & DM&E Coordinator position is based in Vladikavkaz, with offices in Nazran and Grozny , responsibilities require frequent travel to other field sites. The GDM&E Coordinator is responsible for coordinating program development, monitoring and evaluation, reporting and information management within and between technical units of IRC Northern Caucasus. He/she also serves as a liaison with donors, media, local and international partners and IRC headquarters in the areas of compliance, reporting, M&E and program development.



Grants and DM&E Coordinator in close cooperation with the Director of Research, Evaluation and Learning (REL), IRC technical units (TUs) and IRC Northern Caucasus Program Coordinator will develop clear DM&E strategy that will improve the country program ability to demonstrate program quality, monitor performance and learn from current practice – and build overall DM&E capacity based on clear roles and responsibilities among staff; to enhance the overall use of clear program logic, sound data collection and analysis methods; and to facilitate evaluations that are integrally linked to program design and conducted using methodology that produces meaningful results for IRC learning.



This position reports directly to the Program Coordinator.



Specific Duties and Responsibilities



I. General



Coordinate and facilitate proposal development and submission in collaboration with PC, DDFO and CD;

Research new funding opportunities and potential institutional, bi-lateral or private-sector donors for Northern Caucasus region;

In coordination with the PC and CD, meet regularly with potential donors;

Develop concept papers in new program areas with program staff;

With new program staff, establish information/documentation, reporting, monitoring and evaluation system for newly opening programs;

Provide basic orientation to all newly recruited staff;

Supervise Grants Manager and Compliance Manager



II. Design, Monitoring, Evaluation and Documentation



Act as DM&E focal point for the country program and support the Program Coordinator to ensure successful program cycle management throughout the country office;

In coordination with the Program Coordinator link into technical unit resources to ensure strong program design, implementation and evaluation;

Support the Program Coordinator to work with Sector Coordinators to formulate program strategies and implementation plans;

Support the Program Coordinator to promote a learning culture, program cycle management and managing the evaluation process;

Support staff in data collection and analysis related to project design and monitoring;

Facilitate the project design process with expertise on the log frame approach;

Lead REL training sessions on key DM&E topics and help staff to apply the training curricula to their work;

Centralize and share REL and TU tools, policies and guidelines within country program;

Work with Program Coordinator to ensure that evaluations occur on regular basis;

Assure that staff meet regularly to analyze project monitoring data and reassess project design;

Liaise with headquarters to assure that IRC Technical Units and REL support project design, country program assessments and evaluations;

Store, organize and disseminate evaluations and project documents among relevant staff in country and headquarters.

Ensure that all program activities are within the scope of objectives set by IRC and are in compliance with donor objectives and requirements;

Coordinate efforts to establish or refine systems for centralized data collection and recording for regular project monitoring and reporting;

Create and maintain accurate and up-to-date grant file system in all IRC offices;

Provide guidance and oversight to field offices on creation and maintenance of program documentation file system;

Facilitate documentation of institutional knowledge and program activities;

Keep updated on latest developments and research in the field of monitoring and evaluation in relief and development.



III. Subgrant Management



Ensure sub grant tracking sheet is updated on a monthly basis and shared with all relevant staff members

Ensure sub grant management procedures are communicated on a regular basis and followed with updates made as necessary

Follow up on Issues arising related sub grantees and ensure these are brought to the attention of the senior management

Ensure relevant trainings are provided to sub grantees on reporting, financial systems

Financial audits of sub grantees are organized in collaboration with the Finance department if necessity arises

Regular contacts are maintained with sub grantees through visits, meetings at the IRC office, email exchanges etc.



IV. External Relations



Oversee the development and updating of informational materials such as brochures, fact sheets, articles, posters, website and audio-visual materials to promote the work of IRC Northern Caucasus externally and within IRC;

Represent the Project during donor and other guest visits to IRC Northern Caucasus.

Serve as primary information resource for donors, media, international organizations and NGOs, local partners and government structures;

Represent IRC at the meetings, conferences, seminars or other events as requested by the PC, DDFO and CD.

Liaise with other INGOs and National NGOs to coordinate activities, both those working in the region and those working in the sector, but outside the region.

Assist the PC and CD to liaise with local authorities, municipalities, and government officials on a regular basis to coordinate activities and discuss all IRC community development work in the region.



V. Reporting



Coordinate timely and accurate reporting to donors and IRC headquarters;

Build national staff capacity through the training provision on record keeping, drafting concise and accurate program report, proposal development and project monitoring.



Required Qualifications



University Degree in Public Administration, International Affairs, English, or Social Science preferable.

Excellent written and verbal communication skills.

Grants management experience required.

Previous history in community development, economic/agriculture development, shelter and infrastructure and/or Participatory Rural Appraisal methodology.

Experience establishing and working with community groups desirable.

Knowledge of and experience in field-based data collection methods and tools.

Design, Monitoring & evaluation experience in humanitarian/development settings.

Experience with the logical framework approach used by the assistance community.

Facilitation skills and training experience necessary, in DM&E or data-related activity preferred.

Competent in Windows, MS office programs, email; database experience.

Relevant language experience (Russian/Chechen) and/or regional experience highly desirable.



This position is for 12 months and is unaccompanied.
